Target has so bad customer service

The return policy is so bad I bought vacuum for 355 dollars online and I came with the recipes and the box to the store and they couldnt exchange or refund it.
The managers cant help me and they told me to call to the costumer service that told me to speak with a manger in the store.
Just really bad experience so frustrated.
